Transition of territorial arrangement in Colombia before expiration of long-term effect of territorial arranging plans (POT)

Abstract

It is proposed a theoretic review of some determining figures in development of juridical arrangement created for territorial arrangement since 1991 Constitution. Figures were identified as a reference for the experience of Territorial Arranging Plans (POTs) performance, parting from rules issued for their regulation. Results surge from the question ¿Which socio-juridical references should be determining for preparation, adoption and execution of POTs before the first regulating transition imposed by Colombian juridical arrangement? which was dealt with from cuanti-qualitative model of the research with preponderance on qualitative paradigm bearing in mind that it is a social problema. The writing starts by a theoretic review of determining figures that promote comprehension of such local reality; advancements are presented on description of juridical arrangement prepared for arranging the urban territory since 1991 Constitution, revealing some progress and legal gaps, parting from which several socio-juridical referents are exposed which have been identified from the experience of execution of POTs.
